Moreover, the civilian death rate, after going down for several years, went back up in 2015.A report by UNAMA and the UN Human Rights Office said that the number of deaths that year was the greatest since the UN had started keeping track. The UN’s special representative for Afghanistan said that the statistics do not “reflect the real horror.” He wrote:

The real cost we are talking about in these figures is measured in the maimed bodies of children, the communities who have to live with loss, the grief of colleagues and relatives, the families who make do without a breadwinner, the parents who grieve for lost children, the children who grieve for lost parents.

Continuing the Destruction of Afghanistan

The Bush-Cheney administration continued the destruction of Afghanistan that had begun in previous decades. There are many dimensions of this destruction:

(1) Women: A main reason for the attack was allegedly to liberate women. And in 2005, Bush repeatedly claimed to have liberated Afghan women. However, and liberation was short-lived: By 2010, women’s status had so deteriorated that the prevalence of self-immolation by discouraged women increased. Assassination of professional women also became prevalent and, said Ms Ann Jones, “No Afghan has ever been brought to trial for any of these assassinations. . . . The government keeps no record of its women employees slain in the course of duty.”

(2) Education: “Western leaders have taken particular pride in supposed advances in Afghan education since the defeat of the Taliban in 2001,” wrote Ms Ann Jones. However, she reported:

UNICEF reports that almost half the “schools” supposedly built or opened have no actual buildings….Teachers are scarce and fewer than a quarter of those now teaching are considered “qualified”….No more than 10% of students, mostly boys, finish high school.

(3) Health Care: Western leaders have also claimed to have brought about great advances in health care. However, the claims turn out to be misleading. For example, The US Agency for International Development has reported that 85 percent of Afghans have access to healthcare. However, this means only that "85 percent of Afghanistan's districts have at least one basic health facility," and "a district can cover vast tracts of mountainous terrain, leaving district health facilities inaccessible to millions of Afghans." The country has very high rates of infant mortality.

(4) Opium: The US invasion in Afghanistan has not been a total failure. When America started its proxy war against the Soviet Union, the country was producing only 250 metric tons of opium; in the early years of the post-9/11 occupation, it went up to 3,400 tons and, by 2007, the figure reached 8,200. Mr Tom Engelhardt, commenting on the research of Alfred McCoy, said that the only thing that has been "liberated" in Afghanistan is the opium poppy. "Washington's single and singular accomplishment," he added, "has been to oversee the country's transformation into the planet's number one narco-state."

(5) Employment: Whereas some of Afghanistan’s problems do not impact other nations very much, that is not true of its problem with unemployment, which stands at about 40%. “Young Afghan men, mostly educated, full of energy and ambition, are leaving the country in droves every day,” reported Ms Ann Jones. “There is no work for them here. No future. The poorer ones don’t find the makings of a single meal to feed their families.” Previously, they headed for Pakistan or Iran, but now they head to Europe (including Turkey), where over 125,000 of them received asylum in 2015.

(6) Security: The United States has spent enormous amounts of money to get the Afghan government able to protect itself. After spending “over a trillion dollars on military operations, lavishing a record hundred billion more on “nation-building” and “reconstruction,” [and] helping raise, fund, equip, and train an army of 350,000 Afghan allies,” there has been little if any progress. In an episode near the end of 2015, security forces numbering approximately 7,000 retreated in the face of a few hundred Taliban fighters. Ms Ann Jones wrote:

[By 2015,] the growing strength of the Taliban, the intrusion of followers of the Islamic State of Iraq and Syria, the emergence of new splinter groups of Afghan ISIS supporters, and even the resurgence of ‘remnants of Al Qaeda.’ Yes, the very same bunch that President Obama assured us in 2013 could “never again establish a safe haven” in Afghanistan.
